英國《金tutorabc 大家說英文融時報》3日報導，希臘當局為了挽救即將崩潰的金融體系，準備展開應急的自救計畫，將銀行存款戶「剃頭」，民眾可能失去3成存款。希臘財政部長瓦魯法奇斯痛斥這是「惡意謠言」。

該報導指出，希臘銀行存戶的存款若超過8千歐元（約台幣28萬元），至少將被扣除3成，至少1家銀行可能會走上這條路。消息人士透露：「一旦希臘重返紓困計畫，銀行業全面重組，就會實施存款剃頭計畫。」

歐元區已有過政府對民眾存款「剃頭」以拯救銀行體系的先例，2013年塞浦路斯爆發金融危機，當局對存款逾10萬歐元（約台幣347萬元）的存戶「減記」4成，籌措資金自救。

瓦魯法奇斯4日在推特寫道：「金融時報有關希臘銀行業自救計畫的報導是惡意謠言，希臘銀行業公會的主席（卡塞里）今早已予以否認。」卡塞里則駁斥該報導毫無根據：「希臘任何一家銀行都沒有這種計畫，就連紙上演練也沒有。」

瓦魯法奇4日痛批債權方對希臘做的事，根本就是「恐怖主義」：「為什麼他們逼我們關閉銀行？為了讓人們越來越恐懼，而散播恐懼就稱為恐怖主義。」他稱，歐盟、國際貨幣基金組織、歐洲央行及歐盟執委會，希望希臘5日的公投贊成紓困案，那麼「他們就能羞辱希臘人民」。
